UN Security Council Endorses Donald Trump's Gaza Initiative
The global body has supported measures presented by Donald Trump for securing a durable ceasefire in Gaza, featuring the stationing of an international stabilisation force and a eventual avenue to a sovereign Palestinian state.
Widespread Approval with Notable Abstentions
This measure was passed by a count of thirteen supporting, with Russia and China abstaining. Washington's diplomat Mike Waltz addressed the UN assembly that it set “a new course in the area for the conflicting parties and all the residents of the region alike”.
Negotiated Phrasing on Sovereignty
Addition of mentions to an independent Palestine was the price the United States paid for endorsement from the Arab and Islamic world, who are expected to provide stabilisation troops for the global force.
“Interim measures that we begin today must be implemented in following legal norms and honoring Palestinian sovereignty,” Britain's representative stated.
Israeli Resistance Remains
Nonetheless, on the brink of the resolution approval, PM Netanyahu reiterated his government’s strong objection to the establishment of a independent Palestinian entity, casting doubt on whether Tel Aviv will accept the enactment of the UN-mandated proposals.
Key Provisions of the Measure
- Immediate lifting of remaining curbs on humanitarian aid into the territory
- Formation of an international stabilisation force
- Progress on reconstruction and a possible “avenue to Palestinian independence and sovereignty”
Ambiguous Phrasing and Stipulations
The inclusion to independence was a compromise addition to an original American proposal which excluded it. Yet the language is unclear and contingent, stating only that once the Palestinian Authority has undergone changes and the rebuilding of Gaza is under way, “the conditions may eventually be in place for a feasible course to Palestinian sovereignty and nationhood.”
Global Feedback
The phrasing was insufficient of the strong guarantee to the establishment of a sovereign Palestine next to Israel requested by Arab and Islamic states, as well as EU representatives, but in statements to the council after the approval, representatives from those states said they were prepared to accept the compromise in the benefit of prolonging the present ceasefire and swift steps to provide for and safeguard the millions of Palestinian residents in the territory.
“Algeria has finally decided to support of this document, a measure that we back its main goal, namely the maintenance of the truce and the establishment of conditions permitting the Palestinian population to claim their fundamental rights to sovereignty and nationhood,” Algeria's representative stated.
Implementation Challenges
The resolution gives general supervisory power to a “stabilisation committee” led by the US president, but of undefined composition. The board has to inform the international body but it is not bound by the preferences of the United Nations or by the PA.
Additionally, it requires the creation of a Palestinian technocratic committee that is expected to manage routine management of the Gaza and the provision of utilities, but it is highly uncertain who would take part.
Peacekeeping Unit Mission
The authority of the international stabilisation force authorizes it to neutralize and disband armed groups in the territory, but it is quite ambiguous that possible sending countries would be willing to confront such organizations. No country has to date pledged to dispatching troops.
Additionally the criteria for reform of the Palestinian Authority, the requirement towards moves to a sovereign Palestinian, have been vague.
EU representatives said they deemed it necessary that the names of the specialized group to provide utilities was determined as quickly as possible.
